During OE

Announce it, watch it, and reach the people who stall.

Send the kickoff from a leader employees recognize: dates, what changed, and the one link.
Publish the “what’s changed this year” summary at your destination on day one.
Brief managers to field tier-one questions, give them the summary, the link, and permission to say “here’s where to look.”
Watch what employees ask, and close the gaps at the source so the next person finds the answer without asking.
Using your enrollment system’s status, nudge the people who haven’t enrolled by the midpoint.
